I do not own this, but to those of you who don't believe it...just...LOOK at all of this.
I thought I'd just sum up all the proof I could possibly find for the theory that Holy Roman Empire grew up, was greatly damaged in battle or very sick (point is, he survived his supposed death), lost his memory (aka, gained amnesia), was found by Prussia (or was with Prussia all along) and then became Germany. (And remembers nothing of his days as the Holy Roman Empire) - for later reference and such, y'know. Here's all the proof that convinced me!
There is A LOT of proof for this. And when I say a lot, I mean A LOT. There are many that most fans know of and the supporters of the theory use as arguments to prove it, but there are also some more vague ones, including on involving Mozart that I'll come back to later.
Let's start out with the whole thing that started this theory, and the most commonly known clues - Italy's relationship with Germany, and his earlier relationship with HRE, as Chibitalia. INCREDIBLY fond of both of them, and it's two of the most popular pairings in the whole fandom, also practically canon.
The most definite and proof-like proof in canon ("canon" = the official manga/anime/whatever - all the officialness and what the creator have said), is the cliffhanger end of the Valentine's Day special, Buon San Valentino - after a disastrous proposal to Italy, Germany's mind became flooded with emotion and a memory of Chibitalia was shown from his point of view.
In the movie, "Paint It, White!", Germany is reminded of some of HRE's memories when he yells "I BELIEVE IN YOU!" or whatever to Italy. If I remember correctly, the voiceactors actually commented that on the Paint It, White commentary - because the little scene with HRE and Italy is just random and pointless and just the two of them repeating each others names - and the scene was very conveniently placed right after a moment between Germany and Italy. Suspicious? Yeeees.
Another connection drawn by fans is the fact that Chibitalia gave HRE his panties as a parting gift (in the anime he gave him his broom - also, he promised he'd come back, remember?), while in his adulthood, Italy gave Germany a pair of underwear as a Christmas gift.
In the series, it's shown that HRE possesses the same type of dog as Germany, a golden retriever, and that he sleeps in a bedroom quite similar to Germany's, with minor changes due to time differences. At the beginning of the ending theme song, "Marukaite Chikyuu", Germany and HRE sing the exact same words, that are different from the other characters' versions.
On a more historical/geographical note, the territory of the Holy Roman Empire was mostly where Germany is today, though slightly bigger. (but change of size in a country hasn't stopped Hetalia characters from surviving before, has it? Just look at Austria, the poor guy. Or Prussia, for that matter (though he has the Teutonic Knights to keep him alive)

AND NOW, MY OWN/MORE VAGUE CLUES:
They're both fanboys of the Roman Empire! (or just admire his work, according to Germany... lol) Holy Roman Empire is a rather obvious one - he wants to be the new Roman Empire, how obvious can you get? Germany is also a very obvious one, Roman Empire even states it! It's in "I woke to a weirdo" episode(s) - Roman Empire is preparing to be all teacher-like about his own history (in all his goofiness), when Germany cuts him off by saying all there is to know about how Roma built is empire and all. And cue Roma going all "YOU'RE A FAN! 8D", and Germany denying it, just admiring his Empire-ness...Also, the Mozart-thing I mentioned earlier. Yes, this just might be my Mozart-fangirlness taking over, but it's actually a VERY good point I've got.
Remember when Austria and Germany argued about where Beethoven was from, whether he was German or Austrian? Well, anyway, they did, and after they did a little text popped up "They argue about Mozart too". I have always thought Mozart was Austrian, because he was born in Salzburg, which is in Austria today. Turns out, after I checked his Wikipedia page, that Salzburg was back then a part of the Holy Roman Empire - which also was why Mozart referred to himself as German and not Austrian, though he might have focused more on what language he spoke instead of where he was from, since I think he used the term "German" for himself usually when talking about Italians or the language Italian.
That got me thinking, because then there is no obvious answer to Germany's and Austria's discussion. If Germany is HRE, then he would be correct. If he's not, then Mozart would be MORE from Austria than Germany, since the city is Austrian today (and has been for quite a while) Also, Germany wouldn't even be born yet at the time Mozart was born, and why would he argue for his part? Beethoven was born in Bonn, and that's quite a long way from Austria, and I haven't yet found out whether that was part of the Holy Roman Empire at that time yet. Austria has his musical fanboy-ness as his reason to argue, but Germany seems dead-set on that he is right, even though he wouldn't even be born yet and Mozart could impossibly be from Germany, unless Germany was HRE.
There's another "clue"-ish thingy that is more of a speculation and an observation than anything, really. It's also in the Buon San Valentino strip (aph.starry-sky.com/var.html) when Germany tries to find out what to do for Italy for valentine's day (and this pairing isn't canon...? :P) - here's the dialogue:
Germany: "Hey Austria, what type of relationship do you call it when you see them every day, and they hug and kiss you, and go in the bath with you, and sleep in the same bed with you (while they're naked)...?"
Austria: >/////< "DON'T SAY SUCH VULGAR THINGS!!"
Germany: "Vulgar!?"
Austria: "Oh, you meant HIM."How much Austria knows Italy here, is a much speculated little thing, but a thought suddenly occurred me (again, this isn't an actual "clue") - Austria raised the both of them (assuming HRE is Germany), and if he knows that HRE and Germany are the same person, and knowing Chibitalia and HRE's relationship, is completely okay with/understands Germany and Italy's relationship because of that? Just a speculation, but a fun thought! :)
And now...
Prussia's alive because of the still-working Teutonic Knights. There, I just blew a whole group of theories off the table.
