(The Mayor, Seitz, Bunsen, and Pulitzer are in a  heated discussion. Katherine sits, listening quietly.)

"..but I've read your editorials, Mr.Pulitzer. How can you express so much sympathy for the trolley workers and yet have none for the newsies?"
The mayor questioned Pulitzer, seeming it puzzled him on why Pulitzer had such a hate for the Newsies.

"Because the trolley workers are striking for a fair contract. The Newsies are striking against me!" Pulitzer bursted with anger causing the Mayor to stumble backwards a bit.

"I'd spare you this embarrassment if I could, but the burlesque house is private property." The mayor explained to Pulitzer.

Bunsen spoke up, "He can't order a raid without legal cause."

"Mr. Mayor, would the fact that this rally is organized by two escaped convicts be enough to shut it down?" Pulitzers mentions with a smirk on his face.

"Escaped convicts?" The mayor questioned. Obviously confused.

"Fugitives from one of your own institutions. A convicted thief, at large, reeking mischief on our law-abiding community. And the other one is even worse.." Pulitzer trails off talking about Mavis and Jack.

Pulitzer turns his desk chair around to reveal Snyder and holds out the newspaper.

"Mr. Snyder, which one is he?"

Snyder points to the picture, "That one there: Jack Kelly. That one is Mavis."

"Mavis.. your daughter?" Mayor questions Pulitzer.

"Yes. She left for a life of crime, and hasn't stopped. Being a thief, smear campaigns against me, fighting, you name it."

The mayor went to talk but stopped himself. He didn't feel the need to go into about why he would try to do this to his daughter.

"And how do you know the boy?" The mayor asks instead.

"His is not a pleasant story. He was first sentenced to my refuge for loitering and vagrancy, but his total disregard of authority has made him a frequent visitor. His last time he beat me while I was disciplining Mavis."
Snyder spoke with distaste in his voice and anger looking back on the night.

"You called him a thief and escaped convict." Mayor pointed out.

"After his release, I caught him myself, red handed, trafficking stolen food and clothing. He was last sentenced to six months, but like I mentioned the willful ruffian escaped."
