Harry had his magic stolen by his parents to help heal his supposed magic depleted brother, the boy who lived (which is actually wrong). Being a stubborn kid who's character would make the founders proud he searched and immersed himself in magic texts, scriptures and tomes. Though being the best versed for his age in theory, he is still useless in practical. He can barely cast the first year charms and spells (and the day-to day ones).
However! He is able to use abilities and a portion of the magic powers that creatures have if he makes a pact with them.
Mind you he is still a parselmouth! +plus he may not be the heir to the Potter's and Black but being the founders instead isn't that bad right~?
