Chapter 3: "Novae Legis"

".. Ngh.." Tsuki had hunched over in the passenger seat of Ring's car, her soul gem pulsating brightly.

"T-Tsuki!" Ring immediately noticed the soul gem, and quickly pulled over to the side of the road. "What's wrong?! What-?!" She panicked.

".. Something's.. Wrong.." Tsuki shakily lifted her soul gem, staring into the pink and white waters within. "..Rei's.. Laws.."

"What about Rei's Laws?" Ring questioned. "C-Come on, Tsuki, you've gotta start making sense!"

".. Rei's Laws.. Tampered with.." Tsuki grunted. ".. This.. This is a witch signature..!" She winced in pain.

"Rei made it to where witches were never a thing! Are you saying something messed with how things work and now there are witches again? Wait-.. That means there are more magical girls again!" Ring grunted.

".. Make.. It stop.."  Tsuki whispered, as she slowly fainted in the passenger seat, her soul gem rolling into the floor.

".. Hang on, Tsuki!" Ring grunted, stepping on the gas pedal as she began to speed down the boulevard, now passing the Academic District entirely. She eyed the pulsations of the gem carefully, beginning to follow the signature as best as she could without breaking traffic laws.

"Watch and examine, you two. Document everything you see as she completes her transformation. I need to know what tweaks I need to make to the Evil Nuts from here on out." Kyuubey called out to Ryu and Juubey.

"..Haaaaaaaagngh!!.."

A woman's hollowed out shriek echoed through the area as the rooftop of the Chi Tower began to shake, and distort.

"Tell me again why you decided to implant an Evil Nut inside of Ciel? She could have been our spy. Such a waste." Ryu sighed.

"Because. She's the only other magical girl in Mitakihara City besides Homura Akemi. I've seen her witch.. It's not to be taken lightly. This one however.. There's a possibility that her witch will be moderately strong, but weak enough for newer magical girls to defeat."

Suddenly, the roof of the Chi Tower began to warp as a labyrinth expands out from the center of the building. The sky was now covered with different journal entries from Ciel's diary, ranging from the very first day it all began to now, with dates and pictures of everyone she had been studying.

Massive wings began to raise up from the torso of a woman-like figure, her head nothing more than an elongated black and blue feather, her arms extended quills that came to sharpened points. She waved her arms around, writing circles in the still air, slowly filling them in as portals began to open, letting loose her minions that resembled flying textbooks.

".. This may have been a miscalculation."  Kyuubey stammered. "Her signature is extremely potent."

"Well she was gifted her abilities from Rei." Ryu narrowed it's eyes. "This is a problem, Kyuubey. Can Juubey remove the Evil Nut and reverse the process?"

"No. The way I redesigned them made it to where once they're implanted, they transform into grief seeds, thus creating an irreversible witch." Kyuubey sighed. "Ryu. Find another girl. Contract her, and quick."
