User can cause karma for targets
Pros:
-user can predict karma
-user knows what a target has done to deserve bad karma
-user can't give a good person karma
Cons:
-user can't tell a target what they're going to get
-user can jimmy events around a bit to give a good person bad karma
Weakness: corruption
User loses quirk in seconds and it transfers to a better candidate
