Pros:
-user can make others dumb when right
-user can dial down dumbness when needed
-user can help others relax/laugh
-user can match/read situations well
Cons:
-user can't control actions when stressed
-user will permanently leave someone in dumb state if they over do it
-user can use quirk unless they HAVE read the situation and match desired effect of quirk
Weakness: overloading targets
Targets are permanently left in dumb state and quirk is inactive for 24 hours when this is triggered
