User or quirk has lived a former life/lives they can remember.
Quirk:
Memories of the former quirk use can be remembered by the current user. There is no common trigger besides quirk activation. These memories can be used for further control of quirk abilities as well as life experiences that the user may lack.
The exact previous user is never known and user can't learn the former holder's name or they lose the memories, though this effect is rare in practice.
An example case of this phenomenon is Izuku Midoriya.
User:
User themselves is able to access a former life they once had, created by the atoms/materials of this life.
These memories can be triggered at random and are always jumbled with user's current memories.
Those who trigger the memories of multiple past lives will struggle to desern what is new and what is old, all studied cases leading to severe mental issues as schizophrenia and Identity disorders at a young age.
The number of past life memories triggered varies.
