"I destroyed that evidence years ago Frank. That boy did the right thing. He didn't do anything"
Turned out Jill Farson was a Follower of The Fisherman and not a henchwoman. She had been one of the first kids to be lured off the streets of New York.
"Why aren't you at the Compound anymore?"
"The Fisherman thought it was better that he placed me here. Just in case"
She had saved them time and trouble.
The three crooked cops left and disappeared into the night.
