Rebuilding District 12

As the years turned into decades since the war after the 75 Hunger Games and District 12 was destroyed from a missile attack from the Capital. District 12 was completely abandoned for many years due to the high radiation of chemicals.

But historians in the Capital wanted to preserve what was left of District 12. But other Capital officials apposed the idea and wanted that land to be left alone because of the high radioactive levels on the land and water.

So more decades passed and the land took over the abandoned rotted buildings that where still standing most of the district was completely destroyed.

In the year 547 many Capital officials that where still supportive of rebuilding District 12 spoke to the members of Panem and the President at the time Madam President Samantha Autumn.

Madam President was at first hesitant of remaking District 12 but with more debates with the Capital officials who are in support of rebuilding District 12 and was reminded about all of the new districts being established since the bombing of District 12 she quickly supported the rebuilding of District 12 and officially signed the papers to start of the rebuilding process.

After a long six weeks of back and fourth between Capital officials and The a President they have finally come to a verdict.

District 12 would be rebuilt.

After the announcement Capital citizens where overjoyed with excitement and curiosity of how will the District 12 be ready built and how long will it take. After it was built would District 12 still produce Coal? Where would we get the citizens?

Madam President ordered to have twice as many peacekeepers in the district and have a military base there for the peacekeepers can live there so they can swiftly execute any riots swiftly.

Also as the re building of District 12 started to pick up the Newley building district looked nothing like what it once was decades ago, hundreds of brand new houses are built with small lawns. The people in this district wouldn't be starving like they once where and most families will have stable quality jobs to support their families.

The mining buildings where built tall and strong along with a headquarters building where future reepings will take place.

Now all what was needed was the people who live there. 

More debates from the Capital officials of where will they find people to live there. They couldn't take people from the other districts around the newly re formed District 12. They wouldn't know how to produce coal and mine.

So President Autumn came up with a conclusion that was the only way possible.

They had to go to war with the Chinese nations,
The Capital went to war with a country called China since that former country produces a large number of coal in the world at the time.

The war went on for five years since it was far away from Panem and it was difficult to transport war ships and war hovercrafts.

But as always Panem went on top and took over the former country of China and called it District 24. District 24 was now one of the largest districts of Panem.

The Capital also re grouped the last of the citizens of Districts 12. And took many of the citizens out of District 24, into District 12 to even put the population size back to normal since the war between District 12. Twice as many citizens now live in District 12 since the beginning of Panem.
