After the disaster of The 100 Hunger Games: The Grand Finale in the year 112. Many former Capital game makers and former President Gaul fled Panem due to their many failed past hunger games and riots in the districts and in the Capital from angry Capital citizens from the failure of some previous games. And from the nuclear missile threats from European nations.
One of the members of the fleet in the hovercraft of President Snow II. Also on the hover craft was President Snow's II's five children including President Snow III. They landed in the former country called England and swiftly took over their country and abolished their parliamentary system. And their former Royal family died off as the years went on and their future bloodline no longer held power. As President's Gaul remained in control.
President Gaul called this new country called "New Panem" and called the Government "The East Capital."
The New Capital formed 13 districts,
District 1: Luxury
District 2: Masonry
District 3: Technology
District 4: Fishing
District 5: Power
District 6: Transportation
District 7: Lumber
District 8: Textiles
District 9: Grain
District 10: Livestock
District 11: Agriculture
District 12: Coal
District 13: Nuclear weapons
In the first few years their where many riots and up rising from the newly formed Districts but there where heavily guarded Peacekeepers and there was a large permanent military base set up after the invasion so most of the riots where swiftly terminated by the highly trained military officials and peacekeepers.
As the years went on more of the hunger games where successful and Present Snow the II and President Snow The III where put into power and both of the decadents of Former President Snow each had a successful Presidency in their own rights.
The Districts grew and lucky their hasn't been any more riots or incidents from the games in a long time.
As the years went on President of the new Panem frequently contacts to The President in Panem is hopes to make games with New Panem and Old.
As the years go on New Panem holds future hunger games along with newly formed districts 15, 16, 17, 18, 19, 20.
Panem's Hunger Games usually takes place around the summer July 4th. So the New Hunger Games takes place 6 months later in January 6th.
New Panem and Panem holds regularly game makers meetings and other gatherings to prevent further wars or conflict/corruption.
