***Georgia, Department Of Veteran Service***
A black SUV drove up to a destroyed building site. It soon stopped and out stepped Maria Hill from the passenger side, and from the driver's side, the former director of SHIELD himself. Nick Fury.
The place they were at was, at one time, a VA office. But yesterday morning, a small band of individuals invaded the place, and sent the place up in flames. Normally, Fury and Hill would be following up on something a little more serious than a case of arson. But this...this was different.
"No casualties. But a lot of close calls...this time." Hill said, relaying the report of what had transpired here the day before.
"Records gone too?" Fury asked.
Before she answered, Hill pulled put her phone and pulled up a map of what the building used to be and began to walk through the wreckage. She soon came to a spot where the records would've been kept. Yet, like the rest of the building, it was torched and there was nothing uncharred.
"Nothing," Hill finally replied, walking back to her friend.
"They're getting bolder." Fury said.
"Nick, this is the fourth facility within the past three weeks. These guys keep hitting more and more of these and keep hurting more innocents. What're they after?"
"To them, justice. To him, vengeance."
"He's certainly making his statement clear. So, what now?"
A moment of silence went by before he spoke. "Call in Rogers and Romanoff."

***Somewhere in Georgia***
A man sat at a table with multiple monitors. However, he was off to the side, working on a robotic arm. Currently, he was using a soldering iron on the forearm of the metal prosthetic.
Footsteps approached behind him. "How's it coming, Mason?"
That was his name: Mason. Phineas Mason, to be more precise. Better known by his moniker, the Tinkerer.
Former associate/employee of Adrian Toomes, aka The Vulture. But that was over eleven years ago. You see, after the attempted Hijacking of the Stark Cargo Plane, Toomes had been caught and imprisoned, leaving Mason alone and at risk. So taking what he could with him, he went into hiding.
But that soon changed when, within a few months, he was approached by one of Toomes' old business associates. He offered him shelter and food in exchange for his help. He wanted Mason to make him a prosthetic metal arm. But not an ordinary one. No, this request was...special.
That was the man coming up behind him now. Having heard him, Mason sat down the soldering iron and lifted his goggles.
"So far, so good," he replied, examining his handiwork, "this one's just about done and I still have Cortez's and Miller's to tweak."
