All the elders present in the Air Crystal palace knew that they can't leave the festival midway, so they have to continue and complete all the rituals like they do each time.
After praying and summoning The dragon Emperor. They witness the arrival of a dragon's shadow in sky with blue eyes, it's Emperor dragon's shadow.
