"So lemme review it for you. Just so you know who we're targeting. It'd be best to disengage if you see them in public, but if you find them privately. You should bring them in for a... conversation." Dell explained, "Here's what Biran learned..."

Sunny. No last name known. Quirk allows him to spawn a monochromatic clone of himself. Clone appears to be very physically capable. Do not engage with clone where possible. Medium priority target.

Kel. No last name known. Quirk allows him to gain great physical prowess. To what end is unknown. High priority target.

Aubrey. No last name known. Quirk allows her to shoot pink beams of unknown particle composition. To what end is unknown. Medium priority target.

Kim Song. Quirk allows her to change the size of limbs. To what end is unknown. Low priority target.

Basil. No last name known. Quirk allows him to control plant life. Seemingly, this control over plant life ends when disconnected from the plant's roots. To what end is unclear. Medium priority target.

"The Maverick." Real name unknown. Quirk allows him to emanate heat within a certain range. Exact range unclear. To what end is unknown. Medium priority target.

Angel. No last name known. Quirk allows him to vibrate his entire body at various frequencies. To what end is unknown. High priority target.

Charlie. No last name known. Quirk unknown. No priority rating as of yet.

Mincy. No last name known. Quirk unknown. No priority rating as of yet.

Jay. No last name known. Quirk unclear. May involve physical power. Medium priority target.

Bebe. No last name known. Has the ability to walk on air. Details of quirk unknown. To what end is unclear. High priority target.

Rai Geka. Quirk unclear. Likely relating to voice volume. Low priority target.

"Aaaand that's about all we know from Biran." Dell explained, "So what, you wanted me to call you Herring, right?"

"Yeah. How did this 'Biran' get this information?" Herring queried.

Dell sniffed and thought for a moment. "Well, Geralt trusts you, so I will, too. Biran's got a quirk called 'Bird's Eye.' Lets him see things from directly above anybody he knows the full name of, and has touched any part of. Real useful," exposited Dell, moving over to the desk by the back of the room. He picked up something from beneath the desk and put it on the table with a heavy thud. Herring couldn't quite tell what it was.

"Well, then I suppose I should tell you, Kel's last name is De la Mora." Herring said in a mumble.

"Kel De la Mora, then? Interestin'. I'll make sure to keep that in mind." He said, taking out a screwdriver and began unscrewing part of the thing he put on the table.

Herring just stood around for a bit before asking, "Not gonna write it down?"

"My quirk. It'll make sure I remember." Dell responded, unscrewing another screw. There was a silence as Herring awkwardly watched again. "I can tell you're wanting to ask. I'll tell you. It's a teleporter machine. It'll let people teleport from point A to point B, but not vice-versa. Keeps people from using my teleporter to find me. Just one at each point will allow an endless stream of people to come through," said Dell, who seemed rather proud of himself.

Awkwardly, Herring grimaced and said, "No... er... I was more hoping... that you had a place to stay? I'm getting evicted."

Dell looked up at Herring and sighed. "You're lucky, boy. I got a bed available. It was originally supposed to be for if a fella willing to join with a transportation quirk were to come here. He'd need himself a place to stay since we can't risk being tracked back here." Dell sighed and shook his head, "Sorry, point is, there's a bed available. We could always get a second one for that theoretical transporter, I suppose."

Herring breathed a sigh of relief, "Thank you so much, Mr. Dell. This means a lot to me," he happily smiled under his facemask.
"'Mister' Dell?" Dell began to laugh, "Hoo-wee, you are one funny kid. I'm just Dell, alright 'Mr. Herring'. You don't owe me nothin', but some good work, alright?"

Herring nodded intensely, "Yes, of course! Um... that reminds me, you said you wanted me to help you with something..." he said, clasping his hands in front of his body.

Dell nodded, "I think you're trustworthy enough to see it. I'd be able to tell if you were some sorta spy by now," he spoke as he walked into a back room, Herring following close behind.

There stood a massive machine. It had dials, buttons, and a keyboard. There was a massive screen, too. "This is the quirk extractor. It can take a quirk and give it to someone else. Can't store quirks on its own, though, so you gotta use it on two people simultaneously," Dell sneered as he showed it off, "Ain't she a beaut?"

Herring was shocked. Machines like this were theorized to be possible, but none had ever been built. "If this machine were to be used on one person rather than two, it could be used to destroy quirks that are harmful to their owners, or that are generally detrimental to public safety or personal health..." Herring was in awe.

"Yup, that's the plan. Using it on the willing as test subjects. I just wanna make sure it's safe beforehand. That's what I need you for. Check for any problems, monitor vitals, whatever else. You're pickin' up what I'm sayin', right?" Dell explained, still smirking.

Herring nodded, "O-Of course! This technology is incredible, I'd be honoured to help perfect such a tool!"

"Good. Pleasure to work with you, Herring." Dell extended a hand to his new coworker. Herring took his hand and shook.
