Danzo is seen right beside orchimaru, they were standing infront an audience with a the great waterfall tree behind them. All the civilians, shinobi and newly elected kage of the waterfall sat infront of them as danzo projected his voice.

"I as the hokage have come to the decision that this mighty and historic tree is far to much of a risk to let stand, I have come to the decision to destroy it".

Silence had fallen each of the waterfall residents were shocked, to shocked to even speak.

"I understand the agriculture of your lands come from the tree, and so I am giving you a weeks warning to leave, you all have a week to leave this land and go somewhere else, but by the end of the week this tree will be burned down".

At this point the kage had regained himself going onto their knees and begging for danzo to have mercy.

"We apologise, I understand our village went against you but please, do not take it out on my people, we'll be careful, respect the hidden leaf and will never betray you".

Danzo just stared at the kage with snare.

"This is not about getting revenge or justice on your people, it's about doing necessary precautions".

All the waterfall people began kneeling begging for pity but danzo turned his back walking away with his people besides orchimaru. Orchimaru as someone connected to nature sensed the power of the tree and didn't like it, danzo while walking away orchimaru stayed for a bit wanting more time to explain the hidden leafs actions.

"I am deeply sorry but lord 4th is correct, you see the tree generates a liquid once per 100 years to boost the naturally potential of the person drinking it... unfortunately a worker for madara who wasn't killed during the war survived has the ability to make and produce more of the hero water... we can't protect this tree 24/7 and the thing that goes by zetsu and sneak into anywhere, we cannot afford a mass production of hero water".

Orchimaru stayed for a bit longer as the waterfall civilians still weren't happy with the decision as he spent the next half an hour telling the over 3000 people the locations that were needing more people due to the war decreasing the population in certain location. Most left while some stayed, if the sacred tree they spent centuries protecting was going to go up in flames then the least they can do is watch it.

Danzo was the one to release the fire release to scorch the tree down, danzo when doing it just backed up not feeling anything for his action. Expect one thing, anger of the idea that the hidden leaf couldn't exploit the trees loop hole of producing more hero water that zetsu could. Besides that he strolled back as orchimaru watched the tree turn alight.

But even if he didn't have that he wouldn't try to escape losing all the will to live after the war.
