Anyone wondering what's with the little quotes at the beginning of the chapters are for?

Sam woke up late to the smell of pizza, or that's what he guessed it was. Looking around for a clock or something he saw it was close to 4:00pm. He stretched, stiff with sleep. It was a shockingly good sleep. He yawned as Aki walked in.
"Hey, how'd you sleep?" He asked and Sam smiled lightly.
"Good. Why didn't you wake me up?"
Aki shrugged. "You looked like you could use the nap."
Sam smiled and sat up and stretched better. Aki had gone back into the kitchen. Sam got up and went into the kitchen as well, finding Aki cutting a pizza on the stove.
"I didn't know you cooked." Sam said.
Aki looked at him, and shook his head. "I'm not a good cook. Seven stocked up the place and pizza was something available here." He told him.
Sam nodded. Whoever Seven was seemed to be good at picking out food.
They both took a couple slices, both had grabbed a drink, Aki had iced tea and Sam had a soda. After about 20 minutes both were done and back happily sitting on the couch.
Almost happily that is.
"Hey Aki?"
"Yeah?"
"Can I ask you a question? Or two?"
Aki nodded.
"Why do you say numbers like their names?"
A silence. Aki watched him carefully and then breathed out a sigh. "Because what I do, numbers are names."
"What do you do?"
Aki was staring at the floor ahead of him. Quiet.
Sam moved first, sitting right in front of him on the floor. "I'm already a part of it aren't I? Why not tell me?"
"You won't get out of it once I tell you." Aki told him.
Sam pouted at him, a key way to try and get him to share.
Aki rolled his eyes. "I work for the government, I've been working for them for almost a decade." Sam blinked.
"You only look my age."
Aki nodded. "I'm 19." Sam blinked again.
"So those men that kidnapped me? Gordon? All the -"
"Not exactly." Aki muttered "but yes."
"You kill people."
"Most times."
"Most?"
