Pennia's POV
I sat by the watering hole, a place that I now called my safe haven. It was much like the one from back home but I was never going to see that again, so this will have to do.
As I sat, I mulled over the possibilities I'm my head. How would we get enough money for the wedding? The Districts would never be able to send that much money to the arena.
Then, I remembered. I'm from District 8, textiles. I don't need a dress to be sent in, I just need the materials.
"District 8? Canary? I really hope someone's watching." I whisper, knowing they'd be able to hear. "I need chiffon, beads, and everything else needed to make the dress."
I wait for a response that I know will never come. I rested my chin on my knees, staring across the water. A smile breaks across my face when I realize that the ground below me is sand, and there's a body of water in front of me.
"Venue found," I smile to myself, picking up handfuls of sand.
The second Prim had said yes, I knew I had to make this as perfect as possible for them. The Capitol had been generous once, would they help us again?
"You sent us all here, it's the least you could do, Snow." I mumbled, rubbing the grains between my fingers. "Your citizens would love it, they'd love you even more. They'd praise the ground you walk on; they'd kiss your ass more then they already do."
I shook my head, feeling my anger beginning to boil more. I knew I couldn't let it get to me, Prim and Issac would suffer if I messed up.
"Hey, maybe you could even call a ceasefire? The day of the wedding, no killing. Invite them to the wedding too," I chuckled at the suggestion, silently hoping I hadn't given Snow an idea.
"As maid of honor, I need to make this perfect. I know, only one can come out. And we all know that it's gonna be Prim or myself." I rambled on, hoping someone from the Capitol was still watching.
"If Prim dies, don't you want her to be able to seal her love forever? Teach the Districts that the Capitol isn't heartless, that they know what love is. It'd stop a budding rebellion."
I sighed, knowing that if I kept going I'd say too much. I stood, brushing the sand off of me, and walked back to camp.
At camp, Prim and Issac were connected at the hip. Her bad mood had disappeared, just like we said. She was herself again, obsessed with Issac once again.
Issac gave me a large smile when I same into eyesight, he was the happiest I'd ever seen him. I sent them a small smile, making my way over to Bentley and Bray, who were just as stressed as I was.
"How do you have a wedding without music?" Bray said, tugging her hair. "You can't have a wedding without music!"
"Then sing," I said, shrugging my shoulders.
"I can't sing, I'm preforming the nuptials." Bray said, leaning her head against Bentley's shoulder.
"Then I will," I said, plopping to the ground in front of them.
"You can sing?" Bentley says, carving his name into the tree behind him.
"Yeah, how else do you get an infant to sleep?" I shrug, feeding our fire more leaves.
"Sing for us," they both say, smiling at me.
I shake my head, rolling my eyes at them. "I don't have anything to sing."
"Sing anything, we don't care!" Bentley says, smiling widely at me.
I take a deep breath, looking at the ground.
"Cause I've done some things that I can't speak. And I've tried to wash you away but you just won't leave." I sang quietly, closing my eyes as I felt my cheeks heat up. "So won't you take a breath and dive in deep. Cause I came here so you'd come for me."
I looked up at the siblings in front of me, their faces were blank and their eyes were wide. I stared at them, hoping that I hadn't embarrassed myself.
"Sing more," Bentley said, a smile breaking across his face.
"What?" I said, confusion written all over my facial features.
"You have the best voice I've ever heard!" Bray says, her smile mimicking her brother's.
Before they could nag me any more, we heard a soft beeping. We turned, facing the direction of the beeping. I was the first to stand, Bray and Bentley quickly following afterwards.
I looked over to see Prim and Issac standing, beginning to walk towards the sounds.
"Stop, I got it." I say, holding up my hands as I walk towards the sound. "Bentley, come with me."
Bentley and I quickly walk towards the sound, once again finding dozens of gifts. Some were large, some were small.
I jogged to one, opening it quickly to find hair care products. I opened another to find two pairs of dress shoes.
"Penn, I think I found something." I heard Bentley says, holding a silk wedding dress in one hand, a note in the other.
I walk to him, plucking the note out of his large hand.

These gifts come with a great cost; they have stirred hope within the Capitol and the Districts. So, here you are, everything you need for a wedding.Don't disappoint me,
SnowI gulped, handing the note back to Bentley. How was this creating hope? Was a rebellion starting?
I heard Bentley suck in a breath, I assume he read the message. Putting on a brave face, I look up to him.
"We've got everything we need Bentley! Flowers, shoes, dresses, we are all set!" I say, picking up some more gifts.
Bentley and I eventually make our final trip to the watering hole, hiding them all but one in the trees surrounding the beach. Before we leave, we both get ourselves ready for a wedding. Then, we truck our way back to the camps.
"Prim?" I say, my voice filed with happiness.
"What-" She says but then stops when she sees Bentley and I.
"You ready for your wedding?" I say, smirking at her as I hold up the bag containing her dress.
