We made our way upstairs, Nat, Sam, Rhodey and Tony were already there. Tony looked up to me and nodded as I smiled to him. I sat in between Cap and Wanda as Secretary Ross claps his hands together. He starts his introduction with something about swinging a bat, I didn't care to listen at first.
"Now, you've all operated with unlimited power and no supervision. That's something the world can no longer tolerate." I look up as Ross slides a very big booklet to Rhodey. "While a great many people see you all as heros. There are some that prefer the word vigilante." Nat looks over.
"What word would you use, Secretary Ross?" Ross looks at Nat, a cold stare on his face. "How about Dangerous super humans who consistently ignore sovereign borders and seem unconcerned by the damage they cause." He turns to click on the screen behind him.
"New York." He states, showing clips of the destruction we caused trying to save the planet. "Washington D.C." It changed to a few ships falling out of the sky, crashing into the streets. "Sokovia." It showed the place being lifted then dropped. "Lagos." The disaster that had happened earlier displayed on the screen while Wanda looked down. "Ok, that's enough." Cap said.
"Captain, people are afraid." Ross says. The booklet gets to me as I scan over the cover of it, Cap looking over my shoulder.
The front read, 'The Sokovia Accords, Framework for the Registration and Development of Enhanced Individuals' I flipped to the inside where it had lines for signatures, our names printed under the lines. "What are you saying?" Sam says. "The document states that you will no longer operate freely or unregulated, but instead operate under the rules, ordinances and governances of the aforementioned United Nations panel, acting only when the panel deems it appropriate or necessary." It takes a moment for it all to sink in. Cap looks back at Tony, who refuses to look up. "What if we don't sign?" Nat asks as Ross looks over to her. "Then you retire." He states coldly as Nat looks down at the accords.
After Ross left, we all sat and decided to talk it out and see where we could go from there. Sam and Rhodey were bickering back and forth while the rest of us were quiet.
"I have an equation." Vision states as Sam and Rhodey stop bickering, "Oh, great, this should clear it all up." Sam states, crossing his arms. "Well, ever since enhanced people have been here, and decided to create the Avengers, world catastrophe has risen significantly." Vision says. "Are you saying it's our fault?" Cap asks, "No, what I'm saying is, Power invites challenge and challenge causes catastrophe," Vision clears up. Nat turns to Stark, who had his hand over his eyes. "Tony, you're being very uncharacteristically non-hyperverbal." She says, "That's because he has already made up his mind." Cap says as Tony springs up.
"Boy, you know me so well. I am actually suffering from an electro-magnetic headache. It's just pain, Steve." He cackles grabbing a coffee cup, "Who keeps putting coffee grounds in the disposal, am I running a bed and breakfast for a bike gang?" Tony says places his phone on the counter as a picture of a man is displayed.
"Oh by the way, this is Charlie Spencer, studying to be a lawyer and in his freetime built housing in where, oh yeah, for the poor in Sokovia. Fast forward to Ultron, my fault, the city was lifted. He didn't go to Vegas like me, or get trashed in Amsterdam, he wanted to make a life for himself. In the war, we dropped a building on him, while we were kicking ass. -- All I'm saying is, if we can't accept limitations, were not any better than the bad guys we stop." I look down at the ground. I wasn't sure what I supported at the moment.
"Tony, if someone dies on your watch, you don't give up." Cap says, "Who said we're giving up?" Tony retorts. "We are if we're not taking responsibility for our actions, this document just shifts the blame," Cap says, "Sorry, Steve that-- that is dangerously arrogant. This is the United Nations were talking about," Cap shakes his head as Rhodey continues, "This is not the World Security Council, it's not Shield it's not Hydra," "No, but it's runned by people with agendas and agendas change." Cap interrupts. "That's good, that's why I'm here. When I realised what my weapons were capable in the wrong hands, I shut it down and stopped manufacturing." "Tony, you chose to do that. If we sign this, we surrender our right to choose. What if this panel sends us somewhere we don't think we should go, what if there is somewhere we need to go and they don't let us? We may not be perfect, but the safest hands are still are own." Cap says looking around at each of us, I didn't return his look, keeping my eyes low. "If we don't do this now, it will be done to us later." Tony says. Nat speaks up finally.
"Tony's right, the public doesn't feel safe, we need to mend their trust." Tony looks at Nat, a slight smirk forming on his face, "Oh my bad, but did I just hear you side with me?" Nat rolls her eyes, "I wanna take it back," She says jokingly, "Too late." I clear my throat, ready to form an opinion.
"I agree with Cap," I start out, "I won't let them control me, I've had experience with that." Cap nods at me graciously, but Tony looks at me, hurt in his eyes. "Ivy-" "Just like Cap said, their people with agendas and agendas change. I mean, don't you remember when Hydra infiltrated Shield?" I ask as Nat looks down. "That won't happen again." Tony states as I nod, "But it could, and just the chance is enough for me. We are people, not weapons." Caps phone buzzes, he picks it up. "They'll come for me." Wanda warns, "We would protect you," Vison retorts. "Excuse me." Cap says as he almost runs out of the room. Sam and I exchange a look before going to follow him.
We get out the room, I point to the end of the stairs. I had never seen Steve cry, but I saw a tear slink down his cheek. "Steve, what is it?" Sam asks walking to him, me following close behind. "Peggy, she passed away."
