He knows you're upset:
When Joe knows that you're upset, he will do anything to make you laugh. He will come up with awful dad jokes that he knows will make you giggle, as well as make funny faces and accents to get you to smile. You know he isn't good with handling emotions, so you appreciate him trying to cheer you up. Once he gets you to laugh, he will pull you close and give you a big hug. He will say that everything will be okay, and will then proceed to tickle you, making you burst into laughter.
