The protagonist lives in a largely abandoned city. By now, most of it is reduced to rubble, except the small settlements amidst the ruins of the downtown, surrounded by carcasses of skyscrapers. The people are all very poor, mostly depending on each other and the neighbouring city to survive.
The neighbouring city is still alive and well, completely untouched by the disasters that gutted this one. But because of that, there are people who live scuttled away there in shadows, willing to pay high prices for gold and precious items.
Back to our protagonist. They live in the gutted city but want to make it to the larger one. Problem is, they have no money. So they go about digging up the forgotten graves in the abandoned graveyards miles from the settlements. They loot the corpses of anything valuable they might find, then take that to the city and sell it.
There is a lot of potential here. Maybe even for fanfic.
