Someone is in charge of keeping the stars. Basically, they arrange them in the sky each night and replace the ones that are getting old and burnt out, or they harvest them like fruits. Maybe they string them up and use them as decoration or a necklace.
In any case, they can reach right up to the sky and pluck out stars and replace them.
