I'm not quite sure why that's his name but it is XD
The Bert thing is an inside joke where I sculpted a little dragon once and one of my roommates said that I should name it Bert and I didn't think that was very majestic and she said all things majestic were named Bert. I disagreed very heartily and now they won't let it go XD
So yeah now we have an illegal fish. We'll just hide him during cleaning checks, we know a bunch of other people in these apartments with fish it's fine.
