Almost out of HYDRA’s base, Steve and Bucky run into the Red Skull. Steve obviously fights him before the villain cowered away to get out of the building that he set to self-destruct. Bucky manages to get across a pipe he used as a bridge to get to the other side, safety. The pipe breaks before Steve could get across and he tells Bucky to leave for his safety, wanting him to stay alive. Bucky only shouts back: “No, not without you!” meaning that he obviously wanted Steve to come back and he wasn’t even going to think about leaving without him. This proves that even while Steve can obviously take care of himself, Bucky wants to keep him safe, just like he did while Steve toppled in at a scrawny 5'4 blonde with health issues galore.
