Steve ends up dropping his shield for Bucky after the fight with Tony, Tony having lost after he shot Bucky's arm off. That only made Steve fight so much more aggressively, by the way. It's a statement that means Bucky is more important to him than a hunk of vibranium. And it wouldn't matter if he had lost it or dropped. All that mattered to him was getting Bucky to safety. He was ready to let go of himself as Captain America if that meant having Bucky back in his life, despite not having a lot of people agree with what Bucky had done as the Winter Soldier. So, he goes to Wakanda where he's put under until they could figure out how to get what HYDRA did to him out of his head, so that he couldn't be controlled anymore.
