While reminiscing about when he was younger, he has a flashback about Bucky. His mother had just died and was now going back to his empty apartment. Bucky tells him that he didn’t have to get by on his own, even if Steve could get by on his own. And it’s where Bucky says his famous lines: “I’m with you to the end of the line, pal.” It proves that Bucky wants to be there for Steve ( who was pre-serum in the flashback ), even if he didn’t need to be. Again, their bond was quite strong.
