Steve takes Bucky to a place and keeps him there with Sam, waiting for his friend to wake up. Once he does, they learn about more Winter Soldiers who could destroy the country within a night and no one could see it coming. So, they go and try to stop the man who interviewed Bucky, who was going to turn on the other Winter Soldiers. Which leads into a fight with Iron Man who disagreed with Steve protecting Bucky. During the entire fight scene between Captain America's side and Iron Man's side, Steve was willing to fight his friends and new family over protecting Bucky who he knew was innocent for the latest crime. As long as he was safe and away from anything bad that could happen to him, Steve could care less about fighting and beating his friends. He refused to hand over Bucky, believing that he was doing the right thing ( he's got a pretty strong set of morals for the most part ). It proves that the Avengers, his new friends, are not nearly as important to him as Bucky.
