Steve and Bucky got away and made their way to go find the other Winter Soldiers. And to lighten the tension, Steve reminds Bucky of something they did when they were younger. Ride in the back of a freezer truck from a beach. Then, as most romance movies should have it, prolonged eye contact and touching. They do spend a good time looking into each other's eyes while Steve's hand is on Bucky's shoulder. Also, when they get into the elevator, Bucky can't seem to take his eyes off of Steve, even when he's not being looked at. It proves that Bucky keeps staring at him to try and remember more of who Steve used to be, and was comparing that to who his best friend was now. Bucky also probably just finds Steve attractive even more now that they've come together solidly for the first time in a very long time.
