Steve finally manages to find Bucky in an empty apartment. And they start to talk before the government starts raiding the building to find Bucky. So, Steve is protecting Bucky at the apartment, knowing full well that the government is after him now as well. Steve is willing to protect Bucky at all costs, despite knowing that he himself could possibly be injured or killed for the cause. Bucky is more important to him than the world thinking he is evil for trying to keep him safe. And even kept defending him as the Black Panther started to directly attack Bucky for believing that he was the reason his father was killed. It proves that authority, once again, will not come between the two of them, ever again.
