The true mastermind?

Now this topic has been up to debate for a while.
But out of all my OCs, who is the smartest?
'Smartest' can mean a lot of things.

So I like to think of it as who is the mastermind? The puppet master? The one in control of everything?

Well, it would be likely for people to quickly assume that this place is taken by either Kai or Neko.

Though some may argue that the one in control is Lunista. In fact her quirk has a large amount of control and power within itself. She's often overlooked and stays within the shadows, never putting herself out there into the open, at lest not without a reason too.

But of course there are plenty who say that VK is the true mastermind. The one in control of everything. I can see why many would think that he is in control. He is manipulative, convincing, commanding, and has a very large hunger for power that only seems to grow. He shows high, immense levels of power due to his quirk. His quirk alone is already a gift to behold. His personality and looks just add on to all of it. He knows who to get on his side and how to get people to trust him. He has killed countless victims with his quirk. He has a natural instinct to kill. The idea of bloodshed and power fuels his desires and passions. He's considered a King because he is a powerful individual, and because of his appearance too-
So he would be the brains behind all of this... controlling everyone right?

Let's bring this back to a few of the people I mentioned earlier. Neko and Lunista.
Lunista, her quirk is perfect for controlling others and has never ending possibilities. But she isn't the type to have villainous intentions. But this doesn't make her a hero either. She falls somewhere in between the two sides, heroes and villains.

Neko. It has been said before that she is pure with a heart of gold. Soft, gentle, understanding. Easy for people to take advantage of her kindness. Often getting stepped on because of this. As we know, she tends to be a pacifist. Always searching for peace within the chaos. The extensions of her powers are extraordinary and even rival the immense power of VK's quirk. When it comes down to who is stronger.... it's a tie... but this isn't about who is stronger. This is about who is the mastermind. Since Neko is a peacemaker, she would never use her powers to control others. And although her choice of words and being able to get to peoples' hearts by simply talking to them is a truly amazing gift to have, she would never try to use that as a way to manipulate or to control others.

So the answer is VK?
Well not quite. You see, Neko might not be able to do such things... but there is definitely a certain someone who would do such things~

VN. The villain au of Neko.
Now now- let me explain.
VN has the ability to kill VK when ever she wants to. All it takes is a simple glance for her to ignite her flames upon someone and watch them get burned to ashes.
...
But she hasn't.
It's not because she's afraid of VK. In fact she despises him. But she also likes the idea of letting VK feel like he is actually in control. So she's standing off to the side, letting his hunger for power get to his head which will cause him to go insane. Once that happens, she will be able to take over what he had previously been trying to do. He walks so that she can run. It's simple really~ He just doesn't realize it.
