"And that gentlemen, is why I believe this latest discovery is just the beginning to a new era of progression." Front lights turn on to illuminate a man finishing his presentation. Blue eyes beaming with confidence as he stands before a ring of chairmen.
"Dr. Shield, it's brave to promise us a working piece we haven't seen tested firsthand." A man states, shrouded by dim exposure from the opposite end of the board room.
"I assure you, sir, this new technology has been put through several trials and proven to be effective every time."
"Have you considered what could happen if your tech reaches the black market?" Another voice inserts into the conversation.
Dr. Shield takes a moment to gather his thoughts, "I'm aware that the sales related to quirk enhancing supplements have skyrocketed. I'm assuming because they're becoming more efficacious, but I cannot say these drugs will even come close-"
"I've heard enough." A man in the center of the ring interjects, "Apologizes doctor, but we can't allow this project to go into production. The risk of public endangerment is too high."
"President Fukuda, I-"
"We will be confiscating your research and any finished pieces you have on hand." His tone is cold and unforgiving, causing Shield to freeze in place. The president's decision is final.
Later that evening, Dr. Shield paces his research space. The desk now clean, but not due to recent organization. Every paper, model, and hard drive missing.
"You said I could trust these people, Toshinori! Now my life's work is gone." The doctor sternly vocalizes into his phone.
"C'mon, Dave, calm yourself."
"Calm?! I have a daughter on the way. I'm an embarrassment to the research center. This not only puts my career in jeopardy, but heroes across the globe as well. Villains are getting their hands on enhancements. How much longer do you think pros are going to be able to keep up?" He seethes, "And what I'm most confused about is that I just let it happen. I didn't even put up a fight in trying to save my work from this man." Falling back in his seat, voice once poisoned with irritation now falling in sorrowful defeat.
"Dave-"

Present Day
"Good afternoon everyone!" Raven hair tied back, red framed glasses resting on the bridge of her nose, "For the next couple days we'll be focusing on pinacol points in hero society history. I'm sure you already know this one, so I put it first in my presentation for the reason of getting it covered and over with." Nemuri Kayama, the R-rated hero known as Midnight, raises from her desk seat.
"On September 15th, this tragic event will be hitting it's seventeenth anniversary. With an estimated total of 4,264 deaths, The Liberation became one of the most infamous inspirations for rising villains. Training heroes such as yourselves out of all people should take this seriously. An act of terrorism on this scale resulted in several innocent lives lost, most notably our Commission president and a majority of his chairmen."
Yaoyorozu raises a hand, politely awaiting to be called on, "The group's leader had a rather powerful quirk, correct?"
Midnight simply nods in response, "Yotsubashi Chikara, also known as Destro, considered himself the grand commander of The Liberation. We are still unsure how to label of his quirk, but the overall synopsis from gathering bits of information is that he generates frustration into raw power."
