Arthur was not happy when Ludwig asked him to stay after the meeting had concluded. He may have had growing feelings for the man, but after the hell he had just been through, he would much prefer heading back to the hotel for a warm bath and a nice book than meeting with Ludwig to discuss business.

"Let's get this over with," Arthur mumbled to himself as he approached the German nation. Ludwig was startled when Arthur approached. It would be the first red flag of many within this meeting pointing to Ludwig's attention being on something beyond economics and politics.

"I-I'm sorry for keeping you," Ludwig stuttered. Another red flag; Ludwig rarely sounded unsure, at least in Arthur's experience. Despite his growing concern, Arthur ignored the strange behaviour for the time being.

"Don't worry about it mate. Let's just start so we can leave."

As much as Arthur tried to ignore it, he couldn't help but notice that Ludwig's behaviour remained off. The way he tripped over his words, the redness of his cheeks, the way his eyes darted all over– oh! and the fact that they had gone over these documents last week. Ludwig was not one to make a mistake like this; something had to be weighing on him heavily to be so absent-minded.

"Okay, what's wrong?" Arthur finally asked.

"What?"

"You're acting weird. Plus, we've already gone over these documents."

"O-Oh." Ludwig's blush darkened. "Forgive me I–"

"Ludwig, look at me," Arthur said sternly. Ludwig huffed, keeping his eyes on the papers in front of him. Getting annoyed, Arthur grabbed Ludwig's chin and made the German look at him. They both froze as their eyes met. All of Arthur's previous confidence drained from his face and was replaced by uncertainty. His heart was pounding in his ears, his face was unbearably warm, and was Ludwig's face always that close? It would be so easy to kiss him.

And that was just what Arthur did. In a sudden surge of impulse, he closed the short distance between himself and Ludwig. Ludwig tensed and Arthur immediately pulled away. Before he could apologize or even ask what was wrong, Ludwig cupped his face and pulled him in for another kiss. It was a little sloppy, but it made Arthur feel alive, something he hadn't felt in almost a century. They pulled away to catch their breath, but Arthur was impatient and thus the break didn't last long. Once more Arthur captured the German's lips in a kiss, this time however it was more hungry. He began pushing Ludwig back, eventually shoving him up against the wall. The shock of the contact allowed Arthur to slip his tongue into Ludwig's mouth. It became a kiss of tongue and teeth with Arthur leaning completely into Ludwig. Before things got too heated, Ludwig pulled away.

"Join me for dinner?" The German asked breathlessly. His arms came to rest on Arthur's waist.

It took the Brit a minute to come down from his high and process what Ludwig had said. His cheeks flushed once more, his mind more clear and realization hitting him.

"Arthur?"

"Ah–Yes...I'd love to join you for dinner. My treat."

"No. I'll pay. I insist."

"But I–" Arthur was cut off by a quick peck on his lips which halted all coherent thought. Fine, Ludwig won this round, but next time (and there would definitely be a next time considering that dizzying kiss), Arthur wouldn't be so lenient.
