Admiral Cartwright doesn't care, but Captain James T Kirk is known as a loving, compassionate, caring man, and he is also defiant, rebellious and he doesn't care what Star-Fleet Command thinks.
Captain James T Kirk promises his non-commissioned officers that they will get their shore-leave even if it means that he will be court-martial.

Captain James T Kirk and Lt. Commander Montgomery Scott is beamed down to Star-Base 12 and they are greeted again by Lord Andrew Charles Howard, his first cousin twice removed, Lord Richard William Carey and Lady Karissa with their children, Lady Elizabeth, Lady Samhain, Lord Anthony and Lady Caroline Matilda.

"I should think that the commanding officers of Star-Fleet Command would be more caring." Lord Andrew Charles tells Jim Kirk.
"I am afraid not, Lord Andrew Charles. They consider us as work-horses. We are overworked and underpaid." Jim Kirk states.
"Just getting shore-leave is like pulling teeth." Jim Kirk tells Lord Andrew Charles.
