Izuku walked into the office of the most important person in Japan, the person in charge of the HPSC. He had been called in, for what reason he wasn't sure and all he knew was that it wasn't a bad reason.
He had been allowed to bring one person with him, so he chose Katsuki. Not that his boyfriend was very happy about that, apparently they had been just about to start their Work Studies, having just passed the exam. Although, thankfully, Best Jeanist who they decided to go do Work Study with had allowed them to come to the meeting before doing their Work Study.
"Ah, Aizawa." The woman in charge of the HPSC greeted, allowing him and Katsuki entrance into the room." Please take a seat, we need to discuss something important."
Izuku sat down, followed by Katsuki and he turned his attention to the woman. The woman had brown hair and eyes, with a dragonfly mutation that created an amazing pair of insect wings on her back.
"Hello, Ma'am." Izuku greeted in return." Is there a specific reason you called me here?"
"Yes, there is." The woman replied, before going into her desk and taking out a piece of paper, before pushing it towards him." Please read this."
Izuku turned to share a quick look with Katsuki, before he picked the paper up and began reading it.

Dear Izuku Aizawa (Formerly; Midoriya)/ Pro Hero - Kōkai
Due to number of Pro Heroes in UA, vouching for you and the fact that several times the HPSC has been unable to keep you safe several times. We have decided that you will be given a Hero License, bypassing the entire Provisional License.
Perks this License will give are as follows: Permission to use ones Quirk to save others, arrest people who break the law, undergo Missions given by another Pro Hero and/or from the HPSC, and the ability to use an Emergency Foster License if a child is deemed unable to care for themselves.

His head whipped upwards in complete shock, they were giving him a full license?!
"This, is this what I think it is?" Izuku asked numbly and the woman nodded." Kacchan, I think I just became a Pro Hero."
Katsuki reached out and he gave the letter to them as he just sat there processing what he had just been told. He was a Hero, a full blown Pro Hero and he hadn't even needed to do anything other then be former Super Villain and almost die several times, oh also the whole being vouched for by several other Heroes of course.
"Holy..." Katsuki trailed off, eye having blown wide open.
"I know." Izuku responded with a chuckle and for the next few minutes he discussed things with the woman, before exiting with Katsuki to where Aizawa was waiting for them.
Once he made it into the car and they were driving back, he finally told Aizawa what the meeting was about and to say that his adoptive Dad cursed would be an understatement. He was positive he heard them also say something about not being able to control his self-sacrificial outbursts now.
All in all, he was in a very good mood.
'I'm proud of you, big brother.' Yoichi murmured softly, making him smile internally as well as externally.' You've done such a good job changing, not who you are, but what you became and I couldn't be more proud of you if I tried.'
'Thanks Yo-yo.' Izuku mumbled back, happily.' Thanks for giving me a chance, even if it was hard...it means a lot to me, little brother.'
Izuku just sighed as he leaned against Katsuki, who was just running their hands through his curls as they stared out of the window of the car. The buildings passing just seeming brighter and more vibrant with his mood currently, he finally felt like he was actually making progress in his choices to become a better person.
'Your a good person, Izuku.' Nana's voice spoke and Izuku blinked in shock.' You've shown that time and time again, I am sorry I was too blinded to see that. So I gave you my Quirk as a gift for your License and as an apology.'
'You didn't have to apologize, I understood why you were a little wary.' Izuku replied softly.' You were hurt, that's ok and I just gave you some space to work it out.'
'Your much to kind, Izuku Aizawa.' Nana murmured and Izuku smiled warmly, earning an eye roll from Katsuki.
He was really happy, truly, happy and he wouldn't trade it for the world.

The next week he had joined Katsuki during their Work Study, talking with Best Jeanist was fairly weird. They appeared extremely similar in style to En, which was unnerving to say the least. However it had also made him realize how much he cared about Katsuki, so he finally got those Promise Rings and gifted them to Katsuki.
"Nerd...you didn't have to do this, you know." Katsuki whispered softly and Izuku just smiled in return.
"Of course I did, your amazing and I love you." Izuku said and Katsuki just huffed, before lunging forward and wrapping him into a hug.
"Love you too, Deku." Katsuki murmured softly and Izuku grinned.
Izuku just sighed, happy his entire life had turned out the way it had.
'We love you too, Izuku.' The Vestiges all said in unison, their voices soft and kind.' Your our family now, just as we are yours.'
