It was probably the most important meeting in history. Cynthia and Diantha sent delegates to the meeting. Steven, Alder and Leon themselves headed the delegations of Hoenn, Unova Galar. The juntas of Johto and Kanto represented their regions. Alola, smaller in size, was represented by Professor Kukui of the region. Orange islands had Drake, while Delacore and Sevastar were also represented.
The UR was having its most determining meeting in history. The main point of the agenda was whether the UR would sanction the UR military action by Hoenn, Unova and Kalos, as well as the smaller regions and the much more isolated Galar, against Kanto and Johto. Steven had assured Ash, who was watching it on TV, that the regions would unilaterally invade, without UR sanctioning, on the culprits. And that would cause a World War, with every single region involved.
'The major bone of contention on today's agenda is whether a military action should be taken or not. Kanto and Johto have warned that they will take all action if necessary, to defend themselves. The permanent members : Unova, Galar, Johto and Kanto- are divided. ' UR Secretary- General, Antonio Gutteres, spoke.
'We will now cast the vote. This is with the objective of exception in the casting of the main vote.
This shall be cast without veto.'
7- 2 was the overwhelming vote.
Kanto: Against.
Johto: Against.
Hoenn: Favor.
Sinnoh: Favor.
Unova: Abstention.
Kalos: Favor.
Galar: Favor.
Orange: Favor.
Delacore: Favor.
Sevastar: Abstention.
Alola: Favor.
'We will now cast the final vote. Whether the UR will legally support military action against Kanto and Johto. Or not.'
'Resolution 2368 provides for the safeguard of the Pokémon League Championship.' Steven authoritatively explained. 'Except in exceptional circumstances. Lance Wataru, the rightful Champion, was overthrown and killed in violation of this act.'
'Resolution 267 provided for the protection of human rights. Lance stifled critics and killed them, he declared Emergency five times, without consulting the Elite Four, the army, the UR, the League, the Gym Leaders... anyone! He censored newspapers, TV and the media. He imprisoned and killed thousands without any justification. He also ruthlessly crushed justified uprisings, like the 1999 Vermillion naval battle, the 2003 Saffron bombing, the 2006 War on Terror, the 2008 Viridian uprising and the 2011 attack on Sunburst island.'
