These two terrorist groups had blown up the World Trade Center Towers and the Pentagon in the famous 9/11 terrorist attack. Under Resolution 1968, terrorism is also a threat to national security. Resolution 1788 justifies the use of armed force against nations supporting terrorism or brutal dictators. And under Resolution 1780, all things, including counter- productive criticism, are banned on grounds of hampering the War effort. '
