That man in black clothes was a leader.

More happened in less than a couple of seconds.
All Might was blown away, then he returned, the villains were escaping, but the one with the mask suddenly yelled "Get your piece!"

Mr. Tsukauchi's words replayed in my mind at that moment.
"But if this were a different situation and you fought deliberately, then that would lead to charges."
