As a Shifala, Biala was a humanoid female with simian features including fur. As the elected Governor of the Carreras system, Biala was a competent administrator and presumably had good a good leadership track record. While the Carreras government was known for its corruption, Biala was an exception to this trend and made sure that she applied professional standards to her work. In addition, Biala also had a strong moral compass.
