Gummy Bear is trying to overtake the mountain away from Robo Bear. The both want to control the mountain equally. Panda Bear is one of the characters on Gummy Bears side, he wants us to defeat all the mobs that Robo Bear created and we only listen to him because we know he is a danger and a threat. Snowbear was a old failed project made by Robo Bear, and Panda Bear is making us rebuild it. This explains the reason why it has ablities such as throwing snowballs and freezing us. Panda Bear programmed it to make it think we are not apart of the Robo Empire. Brown Bear is on Robo Bears side, Robo Bear gave Brown Bear the brown cub to give out if people reach a certain milestone in his quests. This means that they are working together.
