Before Robo Bear came to the mountain, Science Bear and Spirit Bear worked together to make the sprinkler shop. This is why they are the only two characters that need badges in their quests. Robo Bear then later on came to the mountain and made the ace shop. Heres the thing, Spirit Bear was aware of Robo Bear coming to the mountain very soon so she created the sprinklers to break the robotic systems with the water and shut the systems down, which completely failed. It was never meant to help the growth of the fields.
