As the shock of Luffy's background settles, Garp states that his intention was not to arrest Luffy, as he was his grandson.
The reason of his visit was to fulfill Koby and Helmeppo's wish to meet Luffy and his crew. After saying that, he leaves for his boat, after talking a little, it was time for Coby and Helmeppo to leave too, they prepare to say goodbye to Luffy.
Luffy: what?! you guys're going back already?! - the captain asks a little disappointed. - stick around for dinner, at least!

Coby invites Luffy to meet him there, when both their goals are accomplished: Luffy becoming Pirate King and Koby becoming a new Marine Admiral, Luffy happily accepts his invitation, and asks him to get stronger if he wants to capture him.
