We don't know why they are attacking this tower but all we know is that those monsters are scheduling the Fisk Tower people and devour them all. According to witness, this madness is caused by the Bloody Reaper, AKA New Carnage. We don't know why he attacking Fisk Tower, but it seems like he is targeting the kingpin, the Crime king.
