Tattoos, ah yes. A big thing in the Mary-Sue world. Now, I'm 16 currently and where I am, you have to be 18 and have a parents permission to have a tattoo. If you're over 21 then naturally you don't need permission.
And yes, I know a few people who are 16/17 and have tattoos. Here's the thing though; the tattoo is simple and 2/3 regret it.
The reason I say this is because, if you're writing a character who is maybe 16 and has a tattoo, said tattoo is unlikely to be a professional work of art.
If you want to give your character a tattoo, and I'm not stopping you, just think about what type of tattoo they are likely to have. Nothing too colourful I'd say if they're under 18.
And I hardly ever see a character who regrets their tattoo so maybe, that might be something to consider.
