The elevator doors opened and Gordon and Batman stepped out. Batman ran when he heard gunfire. When they reached the lobby, they saw officers torturing Grogan. Gordon stayed behind as Batman plotted a plan. There were four officers beating Grogan senselessy and asking him unvoluntary questions. Batman threw a bat-a-rang at one of the officers which missed. The four officers turned around and held up their guns at Batman. "Please. Don't hurt him anymore." Batman pleaded. One of the officers pointed a gun at Grogan. "No!" Batman yelled but before he could finish his sentence, the officer shot Grogan in the belly. Grogan fell to the ground.

"Your turn." The same officer pointed his gun at Batman, laughing. Suddenly, Gordon yelled something and appeared with his shotgun. He shot three of the officers, leaving a last one alive. The last one was the officer who had shot Grogan. "Please, Gordon." The officer cried. Finally, a few of Gordon's officers appeared and asked Gordon what happened. Montoya was one of them. She noticed Grogan before anyone else.

"Oh my god. Grogan." Montoya cried. She looked at Gordon who had his shotgun pointed at the last officer who was pleading. "Kill him. Just do it." Gordon pulled the trigger, closing his eyes. Gordon walked over to Grogan who was managing his last breaths. Batman walked over too.

"Batman...you have to...stop Dent. Save this city...I know you can." Grogan said. Batman nodded. Grogan looked at Gordon. Grogan took off his badge and handed it to Gordon. "Take it. You're the commissioner now." Tears streamed down Gordon's face as he squeezed the badge which had Grogan's blood on it. Grogan then took his last breath and died.

"Not you, too." Gordon rubbed his face.

"He died a great commissioner. But you have to take his place now." Batman responded.

"I don't know if I can deal with that kind of responsibility." Gordon sniffled. "I know this is not your fault. It's that bastard Dent's! Grogan was a good man. He was a family man." Suddenly, Gordon got an anonymous cell phone call. Gordon answered it. "Hello?"

"Who is it?" Batman asked. Montoya asked the same thing. Gordon shushed them. He stood there for at least thirty seconds until he hung up.

"It was Dent. He's at Wayne Manor and he has hostages. He said he'll kill them one by one until Bruce shows. You have to get him to go down there." Gordon said. "Too many people have died today."

"I will. In the meantime, get your officers to a hospital. They're gonna need to heal." Batman ran out the main doors of the GCPD, heading to the Batmobile. He quickly changed into his regular clothes and transformed his car into his red, luxurious automobile and got in. Tonight would be the end of Two-Face's campaign.
