It's Splinter.
His genetics, being half NightWing, make Splinter not very adapted to his desert home. If he is exposed to bright lights, his eyes dialate so quickly and extremely, his eyes actually turn white. (This is why he wears the goggles for protection) They usually return to normal within a few hours of dimmer light.
This time though, his right eye stayed white. Splinter got angry, and went into a fit, another mental problem as a result of his hybrid genes. He tried to rip his own eye out.
So, YoMeeps I drew it Just wanted to sketch something I suppose This was the first thing I thought of.
