Rayna was cursed by Aphrodite and she was praetor of New Rome, she kept camp running while Jason was missing. Maybe, just maybe she had more important things to think about than dating some random dude. Also if you really read the books then you would know that she wasn't overconfident, she had her insecurities and fears. And some girls are more confident, some more shy, it's realistic.
