Tough Cookie?

What does the phrase "tough cookie" mean?

Does it mean you look sweet, but you can break somebody's nose in a snap?

Or does it mean a hard cookie that doesn't break when you drop it and normal cookies do cuz that's just the way the cookie crumbles?

Or does it mean you are tough and you like cookies?

I like the last option, but I'm gonna take a guess and say it's option one.
