"Five years ago..." Secretary Ross sighed before continuing, "I had a heart attack and dropped right in the middle of my backswing." He motioned himself playing golf, correcting his position. 

"Turned out it was the best round of my life...because after thirteen hours of surgery and a triple bypass...I found something forty years in the Army had never taught me. Perspective. The world owes the Avengers and unplayable debt. You have fought for us...protected us, risked your lives..." he looked around the table meeting all of our eyes, "but while great many people see you as heroes...there are some who would prefer the word vigilantes."

"And what word would you use, Mr Secretary?" Natasha piped up from her seat, looking cool and collected.

"How about dangerous?" He smirked at her, making me shake my head in disappointment. "What would you call a group of US-based, enhanced individuals...who routinely ignore sovereign borders and inflict their will wherever they choose...and who, frankly seem unconcerned about what they leave behind?" He lit up the screen. 

"New York."

Footage of the Chitauri crashing into buildings, people in the streets screaming out in terror. The hulk crashing into buildings. 

Me tearing out pieces of the road and throwing it at the alien race. But the footage showed something I never knew. When I did that, I almost hit a group of civilians. 

"Washington, DC." The clip changed suddenly to the city that was the most emotionally draining to face. Footage of the smoking helicarriers crashing down from the sky. The scene switched to the triskelion in flames, before it switched again. 

A clip of me falling through the sky with Bucky Barnes. He was trying to catch onto me, making my heart break. 

The scene changed again as it switched then to the helicarrier crashing into the Potomac river, sending a huge wave into a crowd of screaming people. 

My leg fidgeted as I tried to not have flashbacks from that fight. "Sokovia." Footage of people running through the streets and the city floating passed the screen. 

Buildings collapsing filled my eyes as I almost felt like I was there again. "Lagos." The explosion in the building passed the screen. 

Sirens wailing sounded as people were being pulled out in stretchers. I saw Wanda grow uncomfortable at the view of a dead child laid in the streets.

"That's enough, Secretary." I spoke up, mostly for the twin. Wanda looked over to me sending a mental thank you.

"For the past four years, you've operated with unlimited power...and no supervision. That's an arrangement the governments of the world can no longer tolerate." He paused before turning to his assistant who handed him a book. 

"But I think we have a solution." He slid it down the table to Wanda. "The Sokovia Accords. Approved by a hundred and seventeen countries it states that the Avengers shall no longer be a private organization." As the book was passed along, I finally had it in my hands. 

Skimming the first couple pages I closed it and continued to pass it along. "Instead...they'll operate under the supervision of the United Nations panel...only when and if that panel deems it necessary."

"The Avengers were formed to make the world a safer place." Steve piped up. "I feel we've done that."

"Secretary Ross." I spoke up. "From what this sounds like it seems you want this to be like a peacekeeping operation that works for the UN, correct?" He nodded at my statement. 

"I just want to mention a couple things. Canada's military is typically a peacekeeping force. This is just an example. From April to July, 1994, Rwanda dealt with a genocide. Canada's military was sent to in help keep the peace. They could not do anything since that forbids them form fighting with the government.
