Can't Win and Can't Lose

The nine remaining applicants, Wendy, Killua, Kurapika, Leorio, Pokkle, Bodoro, Azre, Hanzo, and Hisoka, having passed the Fourth Phase, head to the site of the Final Phase of the exam.
"Well, gentlemen and ladie, everyone rested up? Good." Said Netero. "Now, then, the Hunter Exam committee runs this hotel, so I want all of you to make yourselves at home until the battles have concluded." Said Netero. One of the referees brought up a board that had a blanket on it. "For the Final Phase of the Hunter Exam, you'll be competing in a one-on-one tournament." Said Netero. Netero took off the blanket and revealed it. The applicant saw a graph, but the bottom was covered with a long sheet of paper. "Hold on a second. So only the last person standing passes?" Asked Leorio. "No." Said Netero. "You only need one win to pass this Phase." Said Netero. "Just one?" Questioned Wendy. "Wait. So in this tournament..." "See, it's the winners who will drop away and the losers who will advance to the next round, which means the person who finishes at the top will not pass." Explained Netero. "Make sense to everyone?" Asked Netero. "You're saying that only one person will fail the Exam." Said Hanzo. "Exactly." Said Netero. Everything was quit. Everyone was so on edge that even the air is thick. "Here is the bracket we've put together." Said Netero. Netero took off the paper and revealed it to the applicants. After Netero had revealed who will be fighting who, the air was more thicker than ever. "Impressive, Yes?" Said Netero. "You see, under this format, every competitor has at least two chances to win a round." Said Netero. "Couldn't you have used a more balanced bracket?" Asked Bodoro. "Hmm. Now, that's a fair question." Said Netero. "This bracket was carefully assembled based on each of your individual performances throughout the Hunter Exam." Said Netero. "To put it simply, those whose performances were rated highly will have the most chances to win." Said Netero. Killua had realized what Netero Said. "I'm not convinced." Said Killua. "Could you explain exactly how you scored our performances?" Asked Killua. To Netero it looked like Killua was frustrated at his score. "Hmm." Said Netero. "NO!" Yelled Netero. "Why not?!" Asked Killua. Netero laughs. "I can't say, because your scores are classified. I can't reveal your actual scores." Said Netero. "However, I can explain the criteria we used." Said Netero. Everyone was full on ears on what Netero was going to say. "We start with the Basics. There are three categories. There's Physical strength, Mental acuity, and lastly overall impression." Said Netero. "When judging physical strength, we rely on an aggregate of agility, flexibility, endurance, and perception." Explained Netero. "For mental acuity m, the aggregate consists of resilience, adaptability, judgement, and, of course, creativity." Explained Netero. "But these are only reference points. After all, every last one of you was strong enough in mind and body to reach the Final Phase." Said Netero. "We're most concerned with your overall impression. This refers to any intangible factors that defy basic categorization." Said Netero. Netero chuckles. "Think of it as our way of assessing your potential as a Hunter." Said Netero. "We round out our assessment by incorporating the opinions of your peers. There you have it." Said Netero. Killua thought for a moment. "Based on my performance, I should be ranked higher." Thought Killua. "Do I have less potential than Wendy?" Thought Killua. "The rules of the battle are really quite simple." Said Netero. "Weapons are allowed, cheating is forbidden, and if your opponent admits defeat, you win. However, if you kill your opponent, you will be disqualified without hesitation, and if that happens, the Exam is over, and the remaining applicants pass. Got it?" Said Netero. Everyone was quite and didn't say a word. "Let the Final Phase of the exam begin!" Said one of the Examiners. Everything was quite and no one made a sound. "The first match, Hisoka versus Kurapika. Enter!" Said the examiner. Kurapika and Hisoka walked forward. "I'm Masta. I'll be serving as referee for the Tournament. Good luck." Said Masta. "Begin!" Said Masta. Hisoka went for the kill and kept going for Kurapika, but Kurapika kept dodging every time. Until...
When Kurapika got closer Hisoka got his card and tried to slash Kurapika, but Kurapika dodges in the nick of time. Suddenly Hisoka gets closer to Kurapika and whispers something in his ear. Hisoka walks away. "I lose." Said Hisoka. "Huh?" Said Masta. "I give up." Said Hisoka. Everyone was confused. Wendy gasped. "Oh, ok. The winner of this round is #404, Kurapika." Said Masta. Everything was quite again. "The second match, Hanzo versus Pokkle. Enter!" Said Masta. When they were getting ready to fight Hanzo immediately went for the kill and had Pokkle's arm and pulled it back. "Admit defeat or I'll break your arm." Said Hanzo. Pokkle had admitted defeat. "The winner of this round is #294, Hanzo." Said Masta. The next match was Bodoro versus Hisoka. Bodoro tried to punch Hisoka, but Hisoka deflected it and pulled in Bodoro and punched Bodoro in the face. Hisoka also whispered something in Bodoro's ear and Bodoro admitted defeat. The next match was Killua versus Pokkle. But Killua walked away as soon as it began. In a confident tone, he declared... "Yeah, Sorry, but I'm just not interested in fighting you." Said Killua. The next match was Wendy versus the mysterious Azre. Wendy was nervous. "I don't like to fight. But if I have to then I will." Thought Wendy. Wendy gets ready until... "It' been far to long,Wendy." Said Azre. "Hm." Said Wendy. Wendy was confused. Azre's head had turned around completely. Azre took off her head and body costume and revealed herself. Azre had long Scarlet hair, Hazel eyes, and armor. Wendy gasped. Wendy stood there in fear. "B-Big Sister."
