Now I know that Power Levels are based on everyone's individual perspective, however in order to showcase the difference in power from my fan fiction and cannon. I'll be basing the power levels off of Dragon Ball Z where the farmer had a power level of 5.

The reason Midoriya is 4 in middle school is because I'm using the farmer as a basis for weak power levels. After 1 year of training Midoriya was able to gain muscle mass therefore he would get stronger. The reason he got to 50 after All Might's beating was because... well I don't want to spoil it now. I didn't factor full cowling and the 5% power up because I don't want to complicate everything by adding more complex factors... For now at least. The other characters will get there Power Levels when the fan-fiction starts differing from the cannon a little more.
