When you're in a lucid dream, there's probably something you're attempting to do. You might want to fly, teleport, or anything else. However, just wanting it to happen doesn't cut it.
Lucid dreaming is about expectation. You won't be able to control your dream just because you want to. You develop dream control when you fully acknowledge the fact of "I'm in a dream, I can do anything I want," thus developing the expectation that the dream is different from reality and you can do things that you can't do in reality. For example, you won't be able to fly if you just want to. But if you know that you can fly, you will be able to.
This is a distinction that I feel like a lot of lucid dreamers need to hear. You need to build expectations in order to control your dreams, and you need to develop lucidity to build expectations. If you need help doing this, refer to Stabilization Techniques.
