Ok, if you haven't noticed, this is a fiction book, therefore any connections to people or places in the real world are merely a coincidence or well known enough to be used in fiction.
With that cleared up, let's get to this world's logic. In this world, a few scientific advancements were made earlier than in the real world, it doesn't mean that all humans are smarter, just some of the smart humans were born earlier.
Second, like the real world, people are flawed, they do stupid things and intelligent things like all worlds.
People are discriminatory to different things including hybrids and mutts. Mutts are mixes between two or more shifter species, they may very from two types of similar animals including wolves and dogs, or two different species entirely, like a robin and a tiger. Hybrids are mixes between two or more different supernatural species, however a human mixed with a supernatural is also considered a hybrid in some places. i.e a human and a vampire, a witch and a shifter etc.
People have different cultures here and some are similar to the real world's, this does not mean they are all the same.
